The Planing phase includes 3 main aspects: MANAGING/ENGAGING; DEFINING; FRAMING




MANAGE/ENGAGE: to engage with the decision makers, via stakeholdermapping and workshop for example to identify with them the gaps and needs required to frame the evaluation plan.

DEFINE:to define the object under evaluation, including alternative strategy. The theory of change or program theory could be implemented to plan and ensure changes required, including unintended results.

FRAME: to frame the boundaries of the evaluation by defining precisely the purpose of the evaluation, the evaluation question and the basis of the judgement value which will be made to draw the recommendations.
